lacquer thinner. test for color bleaching on hidden spot first.
wood or laminate over concrete is the worst idea ever and i hate when people want it. at some point some stupid person said "hey lets put a material that is ruined and moldy when it gets wet over a porous material that wicks water up through it" and the lemmings took it and ran, not bothering to think that most builders do not do proper drainage under the slab.
