Actually, it appears you're also paying $49.99 for economy shipping. That's a hundred dollar lug nut.
No way that will fly. If it gets reported ebay will remove it for beig misleading, if someone actually falls for it they'll most definitely get a refund when they complain about the misleading ad.
The person who listed that is a d-bag.

I do not see the problem. It lets buyers know that parts are available.. you contact them and they make an auction or buy it now just for you.
Ebay isn't a classifieds site, its an auction site, if they want to sell parts, they can list them individually.

This. Everything about the ad at a glance, including the title (subtitles aren't for listing your item) suggests it's an ad for a parts truck. Just because he snuck in a "this is an ad for a lugnut, don't buy it or you're stupid" doesn't make it ok. The phone number and making a deal bit suggests he wants to deal outside of ebay.
When people were listing game console boxes and pictures of consoles for sale ebay they took them down if they were at all misleading.
I do $20k plus per month on ebay, I'd never list anything like that.
The one that had me twisted up was for a "Set of 1968 model Shelby Mustang wheels". Had all the right words about perfect chrome, never been mounted, , set of 4 etc.
Bid that won was over $700 and the guy was upset when he discovered the wheels were made by Revell, plastic and less than an inch across. Actually charged $240 for shipping too!
