Speaking as a resident of Ontario, Canada, I can think of no special reason why a supposedly one-of-one Porsche prototype would end up here, or why the seller thinks that anybody at the Ministry of Transportation is going to enjoy finding out that the supposed 1986 Porsche on their records is actually a 1971.
Maybe incoherent eBay descriptions are a new way of sending coded messages to sleeper agents.

Maybe it's a chart of "trailing-throttle oversteer" characteristics. It took Porsche two or three decades to engineer that problem out of the 911 equation.
