People decided they didn't like it because the meaning of "retarded" got to mean anyone who was dumb, stupid, or otherwise inept, whether by choice or luck of the genetic lottery. So it became confusing, and very context-dependent. My wife had a cousin who was developmentally challenged, and we're careful about our language to specifically not use the word "retarded" to refer to someone who is just a dumbass. "berkeleytard" is similarly verboten.
However, I am not immune to the argument that words have meanings, and people should be better educated, rather than dumbing down the language so we don't offend anyone. I can recall when the word "niggardly" fell out of common use (hell, it was a vocabulary word for me in high school!) because of the way it sounded similar to another, quite offensive word- even though it doesn't share a whit of the same meaning, or the same etymology. Stanford University is now banning the use of the word "abort" (among other words), because of the potential of the word being used in a politically-charged manner.

I predict "disabled" will be the insulting replacement for retarded. "Dumb" was the clinical term before retarded was used.

I've noticed in the last couple of years that HGTV shows no longer refer to the largest bedroom as the "master", now it's the "primary".
I kinda wonder how long it'll be before master and slave cylinders for automobiles find themselves renamed.
