This is sadly not true everywhere. The Chinese restaurant near my parents used to serve Mill Pond Duck until the town caught them catching them in Mill Pond. There was a hefty fine for that.

I used to have a client who developed shopping centers. I showed up on site one day about 6:30a to check construction, and caught the new Chinese restaurant folks out harvesting the ornamental cabbage the landscapers had just put in to use as garnish.
