Not that I know of, most places make you pay to get rid of them. Might be worth looking around for a tire recycler that won't necessarily pay you, but might take them for no charge. They do still make playground padding out of the stuff IIRC
We're fortunate here. My g/f's township has a recycling center that takes used oil, antifreeze and tires - up to 8 per trip. Saves the $3 ea disposal fee at the tire places when I get them changed. I always get a funny look when I show up once a year or so with my 8 gallon pro-style oil container.
The place I go for scrapping stuff takes your name and license and puts it into a database which I believe is reported to the police on a regular basis. They run a tight ship.
Then again, that's just one place. For every place like that, I'm sure there are 10 places that just take the stuff and don't log any info.
The vacant house up the street from me no longer has any copper in it. I'm lucky it didn't happen to my house when we were waiting for our short sale to go through.

Last time I went to omnisource, I was thumbprinted for a $25 yugo cat converter.

Only if they're heavy and large tractor tires. Strongman training types like to flip those.
they hit the junk yard also 11 radiators , hit 2 of my complete challenge cars . Called the crusher guy get ready for a fire sale

I've got a delaminating 30.5x38 tire off a combine laying around........IIRC it was too heavy for our utility tractor to lift.....

Holy crap, you've got 2 starquests just sitting around.......I'll presume you have one that runs/drives(not pictured) and another 20 in a lot for parts(also not pictured)
Scrappers are welcome to collect on all the lead I put into their bodies.
