Sticker price when it was new in Japan in 1990? Which Yen-> USD exchange rate are you using? What's the airspeed of an unladen swallow...
$25k is about what a 1990 GT-R selling for currently after some unknown does the importation. You can actually import one for less or have someone like Japanese Classics do it for you and save yourself the headache.
Kanaric has a thread on importing his GTS-T but I'm coming up short on finding it right now.

I'm following this company on Instagram, JapaneseClassicsLLC that look to be based out of Richmond, VA, importing cars under the 25 year rule? They have listed a maroon 1990 R32 GTR for $19,995. Is that what you're talking about?
Hard to determine what the depreciation is going to be for something like that, a lot of the cost is due to shipping and customs, how many are left to be imported? how many will be imported? how many people would drop that kind of coin on something like that?
While that looks like a nice car from the ad, that also seems to be about top dollar asked for one right now in the US. There are ones for sale for less. Japanese Classics was going to be my suggestion for a price comparison also. They seem to have a lot of past sales listed on their site to sue for comparison.
Are there any really nice A list JDM cars left to import? I would have figured that that the Aussies, Kiwis and Canadians would have taken all the Skylines worth having by now.
Edit: forgot to mention, that craigslist car is crackhead priced.

Ok so I just went and saw the car today. There is a lot more damage then you see in the photos. especially to the front bumper. The frame is a little rusty, the brakes squeak. apparently this kid didn't know he was asking way too much. But other than a few things it runs beautifully. Pics here. what price would you say?

Tough to say from the photos but that would be a $5000-$10k car in British Columbia, depending on condition. And $10k would be a tough sell because there'd be three others just like it for similar money.
