God I hate April 1st. It's like all of America is doing open mic night.
Anyway, I'm surprised we don't hear more about active noise canceling in subs. Or maybe it's in widespread use and just not as sexy as the legendary caterpillar drive, or the Navy wants to, you know, keep their tactical advantages close to the chest. But, yeah, if a 2019 Nissan Maxima can utilize active noise cancelation it seems like General Dynamics should be able to figure it out.
Thing is, people don't realize how truly quiet modern US subs already area, they are pretty close to silent. The US Navy has also started upgrading to a new nuclear power system to make the nukes quieter than the diesel-electrics. (You can't turn a nuclear plant off like you can a diesel engine, so the older tech can actually be quieter).

AIUI, active noise cancelation is directional, you can pick particular areas in which to reduce noise via destructive interference, but because the speaker doing the cancelation can't be located at the exact same position as the original source there will always be other directions in which the interference patterns are at least partly constructive.
So that works OK for a car where the goal is to reduce the noise in the cabin and if it's a little louder outside then nobody really cares, but presumably not so well when the goal is stealth and you don't know where the bad guy is likely to be.

Do we not already follow Russian and everybody else's Subs around in the Ocean and snicker quietly about doing it? I would be sure if someone lost a Sub we would know where it is.

Well yeah, but we do it quietly.
You can follow a Russian sub with a Geiger counter, and they're noisy BUT wicked fast.
Our guy did a horizon job on us then did a 180; missed us at flank speed by yards!
