I wish everyone knew that. I could swear they taught it in driver's ed. Apparently around here, it's pretty well known, but you still get the old farmers who cruise down the highway at 55 mph in the fast lane and refuse to move over... even though I run up on them flashing my high beams in my P71.
In Austin however... There IS no fast lane. EVERYONE drives like a complete moron and doesn't realize what lanes are, let alone distinguish between fast and slow lanes. Even the ones marked with huge white arrows and the words 'TURN ONLY' are treated as just another lane to do whatever. LOL
Evansville is TERRIBLE about this. There's a 6 lane "Expressway" through the center of town, and I think everyone else thinks that highway rules don't apply, since it's in town. Everyone just drives what ever speed in which ever lane they feel like. Drives me berkeleying insane if I'm ever in a hurry.

Its darn near the law in all states. We had a SC State Trooper talk to us at work one day. He told us he has written tickets to people going the speed limit in the left lane if they were blocking traffic.
If I'm in the passing lane...passing, and I choose to go 25km/h over the speed limit instead of, say, 50, you can flash your high beams all you damn well want. I'll get over when I clear the line of cars I'm passing! Safely! In the passing lane! Get it?!?!?!?!

Nothing sparks road rage faster for me than a good old case of left lane lingering.
The left lane should be like the "key" in basketball. People need to feel like they should not be there too long.
I high-beamed a car a while back and tailgated them until they moved (it was either that or the 4" fly-by on the right...I know neither are right...but I can't not do it). After I passed, they moved BACK into the left lane, high-beamed me and...get this...attempted to catch up and tailgate ME. GGGRRRRRR!
The Ad Campaign ("this is your brain on drugs") needs to do a Fast Lane informational campaign.
Ooh...you know, facebook could be used to make this viral for a week or so.

You need to clarify that statement. A lot of people take the statement of "The left lane is the passing lane" to mean "The left lane is the lane to be passed in" Everytime I drive on the highway, it's inevitable, I'll come up on someone doing 60mph (65mph speed limit) and glued to the left lane at all costs.
I wish people in MN understood thing. I'll admit to hanging out in the left lane, but then again I am almost universally passing traffic.
Why does everyone driving in Indiana with an Illinois liscense plate not understand that you do not camp out in the fast lane. More importantly, when you have had more than a mile's advance notice that a lane ends and you are still in it when there IS NO LANE.... you should be shot.

I agree that if the car in the left lane is passing another vehicle, then the vehicle behind that car should be patient until the pass is made and the car moves back over into the a lane to the right. But flashing your lights used to be the polite way of asking someone to move over. If you do it now you get a brake check. So if a vehicle is blocking the left lane, meaning they are moving at the same speed as the vehicle to their right, I just tailgate them (edit: I don't tailgate to a dangerous extent. Moving moderately closer than usual to tell them they are holding people up is a better explanation of what I do), because that's all most people understand.
Somewhat related to this is the curious action of someone in a slow or non-moving lane putting their vehicle half in one lane and half in another to attempt to block cars from using the lane that is clear but maybe ending at some point where they will have to merge into the slow moving lane. I got news for you people that do that. They would not have put a lane there unless they wanted people to use it! It's not my fault you didn't and I did!

If you live in California the lane ending means that you drive 80 mph down the shoulder, pass the person coming on the on-ramp on the right, then swerve your BMW in front of a semi truck. I try to stay out of the left lane for the most part, there are some sections of freeway that are so rough that you get tired of your head bouncing off the roof of your car and crashing the suspension into the bumpstops hard enough to rattle the windows, so driving in the center or left lane is usually a better idea. I have been driving on the freeway 5 mph over the speed limit before in the right lane and had someone come up behind me and have to brake hard enough to trigger the ABS to keep from hitting me, so even the right lane isnt always safe. lol
We've got so many cars on the road, all the lanes are full.
Speed limit is the same in all the lanes. Here, only if you're doing 10+ mph under the posted speed limit are you supposed to move over to the right.

Been there, Clem, done that. YEARS ago, I came up on a stationwagon in the left lane on a clear highway. From about 10 car lengths back, I gave a ONCE flash and they moved over.
Soon as I cleared, they sped up, got on my ass.. and proceeded to follow me for two miles with their highbeams on. This was a night and I was driving a convertable with the top down

No, if all the shiny happy people in the world would MERGE into traffic before then, they wouldn't have to come to a roaring stop while making the lane that WAS moving come to a STOP to let you in, because you were too good get in line 100 yards ago.
Based on my drive home today, I would say that the evidence points to the fact that while the left lane may have intended to be the passing lane, it is really the place for 50-60 year old women to drive at or under the speed limit while holding a phone up to their ear. I guess the phone acts as a shield against my dirty looks of disgust as I pass them on the right.
Did anyone else read the topic title and think The white zone is for immediate loading and unloading of passengers only. There is no stopping in the red zone.

Sadly, my business partner is one of these shiney happy people. He will wait till the VERY last second to make his merge

That's what i used to think until a friend convinced me otherwise. The problem isn't people using the lane that's ending, it's the people in the other lane that won't let that lane merge smoothly. Cars in the lane that's ending have to merge into the other lane at some point, but to leave that lane entirely empty just makes the traffic jam longer. The DOT wouldn't spend the time and money to put a lane in that we weren't supposed to use. I've seen a particular lane like that in downtown Akron that was almost empty until a police car pulled out of the stopped lane and drove down the open one. Again, you and anyone else can decide not to use a legitimate lane, but don't try to block me from using it or we will have problems.

Traffic is proven to flow more efficiently when everyone holds their line until the clog (lane closure) and then does the zipper type thing.
I do, however realize it's a tough subject.
