I now own a 16' 7000GVW car trailer, but it needs tires and has no brakes.
Regarding tires: Radial vs. Bias? Any reason to go 8-ply vs 6-ply if the 6-ply will handle more weight than the trailer GVW?
Regarding brakes: Front axle, back axle, or both? Electric or electric over hydraulic? I already have a Prodigy P2 to control them with.

I usually run radials on my trailers. They ride better and run cooler. That said, the last set I bought were bias because they were on sale. They seem to work fine.
If you are going to brake one axle, make it the back. The braking action actually pushes the rear axle into the ground. If just the front has brakes, it tends to lift that axle.
Yup, my trailer with only one braking axle has it on the rear from the factory. I also run radials. Make sure you carry a spare tire, and have a way to jack up the trailer, bonus points if you can jack it up while it's carrying a load. In a pinch you can use your trailer ramps to raise one tire and it can lift the bad tire of the ground.
