Sometimes, you get a dirtbag car and you do crap to it, because you have crap to do it with. It appears to me he had some Krylon, some masking tape, a cherry bomb, a twin tip muffler and a welder around, and decided to make a go of it.

I've seen busses and trucks do that for that reason in really cold climates.
I had some friends in high school with a Buick that did stuff like that. the thing was missing a fender and grill and some other parts (due to accidents) but they stuck stickers on the thing (some of which to hold on paint) and a $5 walmart diagnal cut muffler tip (which they installed crooked to make it look even more stupid). Good car that Buick.
