Exactly why we're doing it
This sounds pretty cool. I already have a car that fits, hoping I can keep it going for long enough 2025 seems a ways away. Or can this be a 2024 class?
I'm intending to run the Pri-Hard Prius/Panhard mashup at the 2024 challenge to the normal rule set with the following addendum. If it proves fun I may do a different build for the official 2025 version.
Envelope Budget Addendum:
Obviously the car will officially run GTN$.
I want to make this sticker to be the $ on the number pannel. Maybe a little simpler.. but you get the idea.

There is nothing about this idea that violates normal Challenge classing. Any Challenge car could have an All-In legal budget. The only part up for debate is whether or not there is a sub-class trophy available.
The reason we intended it for 2025 was to give time for dust to settle on the rule changes for 2024. That doesn't preclude anyone from running with this type of budget a year early; in fact, the promotion may be helpful in spreading interest.
The more I read the more confused I get (I'm not a smart man). So I just bought a fiat 500 abarth for $676, it needs a slave cylinder that costs $93. It have great brakes, good all season tires, and is perfectly safe. So that could run right? Less than 2k spent acquiring tland repairing the car.

Yes as long as said purchase was freely available to anyone that's exactly right. Include any fees required if that was a insurance auction or similar.
Ran as bought your budget would be $676+$93=$769.
You would have $1231 left to spend on modifications.
Exactly nocones!
Ronnie: build thread! Those little bastards appeal to me. A lot. Especially since im a half breed Italian kid. Price sounds like an auction score. Was it?
And nocones: maybe im tired, but the sticker idea is not clicking here.
And gumby has it. We planned 25 as a way for people to have time, rules to be settled, etc. Ill be there in 24 with an all in car. Itll also be legal for $gtn. So, wether its a trophy or not, come on and play!

This would be the idea. The Sticker is the outline of a Manila envelope. For the Envelop Class which I propose we call the Envelope Addendum to the normal Challenge Rules. The Addendum is so small it fits right on the sticker. The rules are RIGHT THERE.
Get it Envelope Class, Envelope sticker.
You run your GTN/GTW/GTU numbers just like everyone else but for your $ that you have to run to identify you are a $2000 challenge competitor you run the Envelope sticker that contains the $. That way in any pictures of the car it would be obvious that it is a "All in $2000 race car, no exemptions, no recoup" no explanation required
It was just a silly Idea I had to communicate involvement in the special class while still meeting the rules of the rest of the challenge.
Thanks to Steve for modeling the sticker. How forward looking of him.
I want to make 2025 so damn bad. Likely if I do I'll be dead last in the drags again. Don't care. Penciling it in. 17 months (or whatever it is) should be far enough out to make it work. Got to get that farthest drive plaque again since the last one ended up off the highway somewhere in NM.

Now that I have taken an 8 hour nap and had a proper amount of coffee that idea makes perfect sense and I really dig it! Apparently I was just too freaking fried last night for it to click.

Wife wants to come. Which is great, but I'm not sure how well the kids would do running 5000 miles in about ten days. Wonder what it would cost to board them....
Not to beat this up.
But this would be 5x8 to get the $ to be large enough to meet the rules for being the Class letters $.
It is also the entirety of the ruleset.
