DO NOT close the case. You need to escalate the case & file a claim. if you can't find that, go into paypal and file a claim that way. Once you close a case, you can't file a case on paypal. Paypal and Ebay are one in the same, so it doesn't matter which one you file a claim on. Ebay will give you a refund, but you'll have to ship it back. I'm not saying it's fair, but every refund Ive gotten did not include shipping.

Don't mess around on Ebay's site. Do it all through Paypal. It's much more intuitive. There's the resolution center. If your dispute doesn't show there, then make one. Then escalate to claim.

I already opened a case with Ebay. When I try to do it on Paypal, it just tells me to refer to my open case on Ebay.

It's because you've already got a case open. You can start the process with either paypal or ebay, but not both at the same time.

Since it's an eBay purchase, it doesn't really matter as eBay owns PayPal so I'm reasonably sure PayPal would just start an eBay case. If it was a purchase made outside of eBay it would be a different story.

No. Paypal cases are not ebay cases. The two entities are legally separate and distinct, as are the cases within each. They can be aware of the others activity, but they are held at legal arms length from each other.

Understood, but to the length at which the two are linked, it wouldn't surprise me to see an eBay case trump a PayPal case. Having recently sold a bunch of stuff on eBay, on that end they act like one company. Only when I go to get money out of the account do I have to log into PayPal.

Thought I'd update you guys on what ended up happening, and just this morning it was all resolved. As I stated earlier, I opened a case with Ebay. They reviewed the case and sided with me. They sent me a return label, I dropped the package off at the UPS store, it was received by the seller, and Ebay refunded all of my money INCLUDING shipping. It was a frustrating experience, but I'm satisfied. I just left negative feedback for the seller so hopefully others have some warning before doing business with him. Unfortunately, he has very little feedback and will probably just change user names to get around it.
