Except after even all of that parts business, they still were only over by the 400k. It's clear that the FIA accounting rules were clear as mud. Again, RBR sucks and they should be penalized, but this is really indicative of how crap the FIA is and their rules interpretation is different than expected (and different by different teams as well).

RBR could have submitted their budget the previous season- just to know if their interpretation was correct or not. They chose not to- so the FIA accounting "clear as mud" could have been dealt with the season prior. Most of the other teams did that, and the other "faults" were more timing than actual budget issues.
Not knowing the rules of the accounting isn't an excuse for doing it wrong, too. It's just an excuse.
Again, it's really amusing for Horner to complain about an agreement that he agreed to. It's not as if Brawn didn't make it 100% clear that there was going to be little to no tolerance for breaking the budget rules. Based on that, RBR *should* have done a lot more research to make sure they were doing it right. They took a chance, and lost. Sucks for them.
So some of the talking head channels are suggesting that part of Ferrari's drop off is because they are no focusing on 2023, and thinking that Mercedes is still developing for 2022.
WRT Mercedes, I really don't agree about that- I think they have been doing 2023 development for quite a while now. But on the 2022 car. It *seems* that they know where they made the mistake (whatever it is) so they know what they are doing to fix it. And since then, they have been tweaking the car. It would be crazy to totally focus on this season when you know you are so far on the back foot- but since the rules are pretty static for 2023, you can do a lot of '23 development on this car. Again, they know what they are going to fix, so designing parts to go with it and race them would be a smart move.
And I also think this for McLaren, too- they clearly messed the start of the season, and once they got going, it was already too late. So at some point, they can be working on '23 concepts on the '22 car.
The teams going backwards *might* even be doing this to a further extent now. Or they are really lost....

There is a theory that Merc is balancing the benefit of second place money against wind tunnel time. I think, with the budget cap, they are swimming in lakes of cash, so having 20% more aero time is better than having 10% more aero time than Red Bull.

I watched Merc saying they really want 2nd as 3rd sucks,I thought the same thing that given their lack of pace the extra wind tunnel time would make more sense over pride.

Actually I think they will go for the wins, and try to pass Ferrari because that's just what you do. I think they won't be horribly disappointed if it doesn't happen.

The impression I get is that learning the process how to make this year's MB car faster is also helpful for MB going into 23. Getting their correlation methods tuned up has value. So part of focusing on the 23 car could be focusing on how this years new floor generating downforce car works.
I think they want P2 for similar reasons. If they fall back to underperform and target 3rd. Their team morale and energy may fall off and be too hard to recover going into next season.
One thing I have only heard once about RBR is that their cheating and overspending not only helped the 21 car but allowed them to spend more on the 22 car. Not sure what the rules are for how they separate the costs mid season between current year and the next.

Holy cow did Mercedes get lucky- they went out conservative in Q2 and barely had enough time to put fresh soft tires on before precipitation started back up.
And then it sort of dries up. The conditions are incredibly variable.
If it starts raining now, K Mag will be on pole for the sprint race with a Haas.

Holy cow, there are 5:30 left, it's raining, and Kevin Magnussen is on pole. Nobody is even going back out. Too bad this is just for a sprint race.

The other crazy part is that Haas' #2 car qualified 20th. So they get first and last for the sprint tomorrow. Crazy qualifying.
