Depends on what you want out of it, but you can't exactly go wrong at $650.
Here's my only concern. Being the 4.5L I6, this engine was not offered in anything in the US other than Land Cruiser. This may then mean that you will have to pay the "Land Cruiser tax" or generally a high price for a new engine. If this was a V8 and the engine was shared across the Toyota/Lexus line then you might get a better price on an engine.
But, I could be wrong. However, I would recommend sourcing or at least pricing an engine before moving forward.
my BIL has a '93 with 800k miles on it. he owns a company that paints stripes on roads all up and down the east coast, and it was his daily for many years. the first 600k it took routine maintenance only. so yeah, you need to grab that thing but quick.
If it truly needs an engine, I’m not interested. If the seller is going on someone’s speculation that they “prolly cracked the head/block” but the car still runs, I might be willing to roll the dice for $500 and throw a head gasket on it.
If it's really from Georgia, there is a chance it isn't swiss cheese from the dorr handles down. So, yeah.

It's not parked on flat ground, but the camber in those rear wheels looks a bit tweaked. Driver's side looks like positive camber, passenger side looks like negative camber?
These are supposed to be indestructible. Keep in mind: the pick & pull doesn't discriminate. An engine is an engine. I'd consider if the rest of the truck looks to be maintained and refreshed. If it's going to need a ton of bushings and other deferred maintenance...that'll get expensive pretty quickly. Tough to see how you can loose much at $500 bucks. Battery looks newish, tires are OK. Worst-case is you sell off the interior and part it out or scrap it.
I've went down this road recently with the same assumption: needs new engine = probably a head gasket. 20 minutes of thinking it was just a bad spark plug confirmed the worst-case scenario. I'd still do it again.
