Now the questions are:
1: is it functional?
2: how bad is the lag?
I see no reason why it wouldn't "work" for some basic notion of function...
I'd like to see the hot pipe insulated.
I have to imagine that with only a turbo to quiet it, that it would be a really annoying sound two feet from your head.
Lag? Suitable to the vehicle, I'm guessing. Wouldn't want to autocross it, but I bet it spools up in time to help merge onto the freeway...
I feel okay chucking out these notions due to the absurdity of the installation. I have no practical turbo experience, and no surplus of knowledge.

Otherwise, it's not really any different than the STS rear-mounted turbo set-up. Apparently the lag isn't as bad as one would think.
If you're running a turbo like that it needs to be YUGE. It's like walking around with your penis out. It's gotta be worth looking at, or were calling the cops.
Seems kinda silly on a vehicle with a lot of fairly protected room under the floor. The charge pipe could also be a lot shorter by going through the roof (or side) and doghouse instead of all the way around the body.

I bet it could get away with oil lines... For a while at least There were some aerocharger brand turbos that had sealed oil chambers I think. Nice and cool up there, and it's not going to actually be working much anyway.

Yeah a cone filter on the inlet would be a good idea, if it is actually functional.

That and all the dust it will eat with no filter will wreck the top end in a few months.
I'd be surprised if it was actually connected and functional. I think the owner is just doing it for fun.
I could not, not start up a conversation with that man after seeing that roof mounted turbo setup. I have no idea how long the conversation would last, but it would have to happen.
