Plus I think it includes filed about a vehicle system, not just quality. So if someone complains about the MyTouch system being difficult to understand, not anything actually "wrong" with it, it counts in that survey. Show me quality results after 5 years and 100,000 miles. Somehow I'd bet the results are quite different.
You are getting reliability and quality confused.
Reliability is how long it lasts/how well it holds up.
Quality is building to specification.
Here is a good way to remember it, the Fiero was the #1 vehicle for Quality from GM during it's production. Customers look at quality as meeting expectations. That is where this survey comes in.
