I have X1/9 struts which more or less bolt up to the front of the Yugo but I was under the impression that only the A1 KYBs fit.

You may be right, but then again it may also have been what was available at the time.

Find insert dimensions on-line and see if a more sporting cartridge, like a Bilstein, is actually too large a diameter to drop into the X-1/9 housing. If the X-1/9 housing is a smaller diameter than a VW one it could be a limiting factor, and the KYB may be the only available cartridge small enough to drop in. If so, then you're back to living with KYBs, or modifying the VW housing to accept Yugo knuckles. The other thing to be aware of is the shaft diameter of whatever shock you end up with. Will that shaft pass through the Yugo upper bearings, or will you have to adapt VW upper mounts to the Yugo ? It's all a dimensioning exercise, so measure twice and buy/cut once.

I am tempted to make my own upper mounts anyway for adjustablity. How hard can it be?

Volvo struts have removable caps to, but they are probably much larger than VW ones.
