One wheel has 16 bolts, one has 24. No matter the actual number, is there a simple way to calculate and transfer marks along a radius (like a 17" wheel)?

I'm not 100% sure what your asking but if you explain in the next hour and a half I can plug it into solidworks.

How accurate do you need it?

If you're drilling holes to bolt something together like that, you need a machinist's tool like a "dividing head".  This has a bunch of index holes in it so that you can rotate the work a specific number of degrees to drill in the right place.

If you're just doing something cosmetic you can get pretty close by dividing 360 by the number of bolts you have and that tells you how many degrees to measure out on a protractor.  Mark up a big piece of paper then transfer to the wheel.

If you had a ring, like a beadlock wheel has, and you wanted say, 24 marks equidistant apart around that ring, is there a simple way to mark it out?

So 360 degrees divided by 24 holes equals 15 degrees of separation between holes?

And ring diameter, all else remaining constant, wouldn't matter correct?

Correct.  that would be from hole center to center or same edge to same edge, however you're doing it.  

10 holes would be every 36 degrees

20 holes would be every 18 degrees

4 holes would be every 90 degrees

You get the picture.

 

15 degrees of rotation will be the same 1 inch from center as it will be 100 inches from center.  Diameter doesn't matter.

If it is mostly cosmetic you could make a template on cardboard or sheet metal by laying out vertical and horizontal center line and then using a protractor and then extend the lines from the centerline to what ever diameter is needed.
