Tie. My old 2g DSM white/black white wheels, and my Ms3. Ms3 is the modern interpretation of what rice would be. Coilovers, wide wheels, all that mess. And stickers.
No rice here, but I did sport a white 1978 Delta 88 two door, with purple tint, white letter tires and corvette rally wheels for a couple of years.
Man I did some stupid stuff with that car.
Thank God I apparently lost all of the pictures so there is no proof.
I don't have any pictures of it, but my 92 accord ex 2door 5spd. Arcadia Green with a flat black hood and trunk. Lowered 2.5", fart cannon welded on at an angle. And to top it off had those dumb blue headlamp bulbs, before the HID's were around. It was completely ricer. It was also a fun cool car to drive and I kinda wish I still had it, ricer and all (minus the stupid blue headlamp bulbs...what was I thinking?).
Oh, and I may have had something similar to a mullet at the time. No pictures of that either. Possibly a house fire...yeah, that's it, a house fire destroyed all the evidence.
I guess if you consider purely cosmetic mods as "rice". Got a hell of a deal on the wheels and tires. Blocks, cranked torsion bars and a little bumper/fender trimming to make them fit. Never went off pavement.
The closest was the 82 Honda Civic 1200 auto hatch that I bought for $500 back in college. Bone stock. My first car purchase. That's it.

Giant crooked stickers on the back window (including "HOOLIGAN").
German tag in place of the license plate (never got pulled over for it, surprisingly).
Roof rack. Antennas. Strobes.
Blacked out everything.
At least it was fast enough to back up the look. But jeez, looking back it was pretty ricey.
It's not rice, it's just style. There were no colors on the exterior other than black, blue and silver. Check out the custom color-matched VW logo with reflective panels. I lost three of those to thieves...

Bought this E30 off of Dherr, did some maintenance to it. Put the front lowering springs back on and gave it a rattlebomb.
This is a photo of the end product, I don't think it was too bad.

This kid totally looks like he was expecting a Vette and got that instead. Or you kicked his dog.
When I was 17 I had this beat to hell and back, like so beat that the next owner actually threatened to sue me. 98 Mirage that I did hilarious things(or what my friends and I thought were hilarious at the time) to for fun. Does that count?
Note this was purely for show, this car had a nature induced header dump.
1984 Supra P-type - nothing really ricey per se, but I did fix the stripped out wiper shaft by drilling a hole through a beer bottle cap and using it for a serrated washer between the wiper arm and shaft.
Oh and I bought a Pacesetter Monza catback exhaust system after the stock one fell off on the highway due to rust haha
not pictured: pacesetter header feeding into straight exhaust with straight through mufflers and 3" tips
First car, had purple neons under it, Pacesetter muffler(not even a catback), and with these tires would snap oversteer on you if you looked at it funny in a corner. I'd love to find an SE version with the 5 speed today.
My first car was a '91 Ford Escort. I put a glasspack on it, ran 5w-50 Citgo synthetic in the winter (because synthetic is better, duh, and Valvoline's 20w-50 is "racing" oil, so this must be the best), and managed to fab up something to adapt a cone filter to the MAF because cheap adapters weren't available at every parts store.
Oh, and I went +2 on the wheel fitment. I got some 15-inch American Racing Estrellas. 17 was as big a wheel as you could get for anything at the time, and the prices were absurd. The car was fun, but it was a 200k+ mile beater with rust, broken springs, heavy dents from contact with a cement truck (which is why I got the car for free), mismatched locks. Got great gas mileage.
I lived in a fairly rural area, so no one else in my high school that I knew of had done anything like that at the time. They were all into '80s Camaros, Mustangs and Monte Carlos.
I installed a decent stereo and speakers (to replace the none that came with the total-stripper Pony trim) and a pair of 8-inch subwoofers in a vented box. I beat the living piss out of that car.
...it just struck me that Tom Suddard might not be old enough to remember a time before The Fast & The Furious.

Scary to think about. He's what... 19 now? He woulda been 7 when it came out.... 2001....
I had a 98 integra gsr for several years. Put the type R (it ain't a tight car if it ain't a type R) wing and front lip on it, some 17s, a greddy turbo kit and a loud ass tanabe cat back exhaust. The exhaust was the riciest thing on it by far, and I think some 16 inch kosei K-1s would have been a better choice now.
