I would say the good thing about this is that if it ever works 'right', as it does right now, that means it CAN work right with the hard parts it has in it, so a rebuild is not a necessity. You'd still have to find the exact part that's causing this. All I could say for sure is it's on the controls side of things, so it's probably in the valve body.
