A couple of tiny chips on the hood of the Suburban - maybe 1/16" inch on a side - but they were deep enough that they are rust in the center. I don't want this project to grow and end up painting a large area. Any tricks to getting in there to sand the rust before applying a drop of touch up paint or just paint over it since it's so small?

A dab of naval jelly/rust converter gel and a drop of touch up paint always suited me just fine.

This. If the rust is really bad, tape around the area and carefully sand first.

I remember when I used to care about paint chips...hahaha good times...

If the rust is light, use a pencil eraser (or better yet an ink eraser) to clean up the chip

You can get a small fiberglass brush for touch ups that works wonders. I used to buy them from an RC car place to clean commutators on motors before brushless stuff came out.

Yeah, there's a spot sander/brush thing. Like a pen, but with fiberglass sticking out. You wiggle it on the rust spot till there ain't no rust no more. An auto part store should have them.
