My vote goes for the GC8, but that's because despite their track record Evo's have just never ticked my boxes.
Or, what about a Nissan Pulsar GTR or Mazda Familiar GTR and bring it back with you?
Any of them.. Just don't fall for the notion that you will be able to bring any of them back to the states. Cars depreciate A LOT in Japan and unless you are going to bring it in pieces, like a friend of mine did, don't fall in love with it.
I did 2 tours in Japan..
Good Luck!

Doesn't Japan have some insane tax/registration laws that make owning an older car prohibitively expensive for most people?

Easiest question to answer of all time.
You have 2 choices here. The 22B GC8 or Legacy STi S401. Find one of those two and you will be knee deep in awesome.
Legacy STI
Bonus? Legacy STI is a twin turbo and has absolutely zero lag. IMO the Legacy STI is far superior to a GC8 but it's just probably too rare.
Failing that get the Celica GTFOUR ST205

well it's easy to bring a car back so long as it's 25 years or older. Since he's going to be there for 3 years if he wants an AWD rally car to bring back to the US he needs one of these:
I've seen a few of these in the states already, there may already be some kind of a loophole with them.
Otherwise get a 89-91 R32 GTR and call it a day. When you are back here bring it with you and sell it for a profit to me
