Actually I like this idea. The top is pretty bad with the clear chipped off and flat looking paint, but I think the bumpers are worse because the spraypaint is obvious.

Definitely the quick and dirty solution. It's probably what I would do.
Just so you know, white Plasti-Dip attracts dirt, stains, and crud like a small child.

My wife had a 2000 version of that car. In 2013 she finally "got tired" of it and wanted a new car. It had 100K more miles than that one. Plan A sounds like a good idea to me.
Drive the E36 M3 out of it.

At most any JY you can find a '97 to '99 LeSabre. While you are there getting a tail light, best would be to find a white front bumper cover. White was a very popular color for these (I too had a white one.) If you find white, it may not match perfect, perhaps some fading causing variation in the color but for all practical purposes, it will match just fine for this application. Should white not be available at that JY, maybe something like factory black will be available and work just fine too.
The other option would be to just leave it the way it is. After all, the current way was good enough for Grandma and even she drove for herself as long as she could.
