Looks not unlike a tool I saw being used to unwind a very heavy steel cable; driven in between the strands, with a cheater extension to help twist it to separate them. Not exactly like, though, and I don't have enough of a handle on the technique to say whether this would work the same.

Clearly something meant to be driven in somewhere, and twisted with a lot of force. Or at least that's what's been done with it at some point...

I'd say it's a broken handle for a curb key.

For turning valves located under a service cover in the ground.

It does look like something along those lines, but my sole knowledge of that stuff is watching vids on YT of splicing chairlift cables, so I have no clue.  Here's the process though:

It's known as "manual dis-impaction".

I learned this from an old roommate who was a nurse.  If I am remembering correctly .... they used a spoon....

Looks like a manual boring tool for drilling holes in rock for dynamite. One guy rotates it via the handles while one or two other guys hit it with sledge hammers.

Well, if it is a dynamite boring tool it would be kinda fitting since I put myself through college and went to work after graduation for an explosives, detonator, and primacord manufacturer.

This was my first thought because I'm watching Hell on Wheels and they are using them as I watch.

 

If the show is accurate though they were straight rods. That would make sense for deflection when hit. This seems to be purposively flattened and curved

You could be right, I mean it's a length of steel. 

 

I haven't seen any with the extra bar for spinning it but the head has obviously been hammered on a lot too
