A little oddball question but I was always curious about why designers usually have the front bumper at a higher height than the side skirts and sometimes rear bumpers? Always bugged me just a little

Same reason the US market version of some European cars rides higher than the European version: see vwcorvette's post.

Actually, I believe it is to meet Federal regulations. Minimum height requirement for crash worthiness.

Based on both of my Chrysler minivans when I bought them, they should had made it another inch or two taller..  That reminds me that I have to remember to order new bumper covers..

Parking block and driveway clearance maybe.  Most likely for pedestrian crash standards though.
