Since "con" is the opposite of "pro", isn't "Congress" the opposite of "Progress"?

ok, since we're on this train of thought, an observation/question I had the other day which just caused my wife to look at me weird.

Why is it when someone is talking we might tell them to shut up, but when they wont talk to us we say they've shut down?

My 3-year old gives examples of how odd the language is every day. He understands past tense, and yet we are always correcting him on words like "runned" instead of "ran". And plural, like Gooses instead of Geese. We say "it is stupid, but that's the way it is".

The English language is a conquered person's language, so it's a mix of the conquerors languages: Old English (as the base), old Germanic languages, Latin, etc...

So it doesn't follow any single rule set.
