That said:
I've been out of the business for several years and out of graduate school for longer, so I don't know who's at UI right now. I'd avoid JHU's ISI. One of the professors at UNC Chapel Hill owes me a beer, but would probably sweat me through some old problems before I could claim it. I don't have too much of a finger on the pulse of the academic security community anymore, but be very certain about who you want to study under. I've seen plenty of PhD candidates crushed under the ego of their supposed advisors. It's not pretty.
This is all on the computer science side of the equation. If you're more mathy, you're on your own. Even though I loved that stuff and have a better grasp of it than most, some form of mathematical dyslexia prevented me from ever being able to prove I understood it :)
