Probably not that nefarious. Likely one of those guys who wears shorts as an adult.

They're just jealous of the work you spent at the gym! That's an ass you earned through squats and hard labor, not the luck of the genetic draw!

I lived through the 70's when guys wore the short sport shorts - it's all we had except for "making" shorts out of old jeans. Many summer events involved drinking and sitting in lawn chairs. It was common to point out some dudes "boys" hanging out.
And you thought it was awkward to tell a dude his zipper is open. Glad those cargo shorts came along.
We had golf/archery the fall quarter of high school PE. On rainy days we stayed inside and played coed crab soccer. Ever play this?

My son took a blacksmithing class with "relaxed" safety standards. One of the students showed up in shorts and didn't get sent home. Guess who got branded?

I had a thought later about this...possibly it was meant in case there were any females who were going to be present, to ensure they weren't wearing anything long and flowing, like a dress, that could get caught in machinery.
I know there's at least one female who does show up to these sorts of things, and always wears dresses. However, I think it's a religious thing for her. How we square safety regs with religious-mandated dress is a matter imma leave up to HR. Much like a kiddie pool full of jellyfish, I ain't wading into that mess.
