The length of a yellow is supposed to be determined by the speed limit of the road it's on. Some municipalities with red light cameras have been caught decreasing the yellow length below what is acceptable for the speed limit in an effort to drive revenues. The acceptable yellow light length based on speed is a range, several locations have decreased the yellow to the minimal length if there is an associated camera.

Back around 1980, my buddy would time the cross street's yellow so he could hole-shot the green. His formula was one second for every ten MPH of the speed limit plus three additional seconds. He would sit there in his F100 with his stopwatch like he was watching the Christmas tree at a drag race. It really didn't matter because the F100 was probably a 1975 or so and a real pig.
