budget reflects what's on or in the car at the challenge. if you've tried four different brake setups on the car before choosing the one that meets your performance or budget goals, it is only the setup that's on the car at the challenge that counts against your budget.
What about engine fluids? Does the fluids that are in the engine at the time of the challenge count against the budget? So, oil, coolant, etc.

Unless the purchase price of the car was significantly discounted for the dirty oil, all you did was credit the old oil, and replace it with new. Perhaps several times, but as the Angry Feller pointed out, you just count what is on the car.

So, basically, it's free by the time you credit it out and replace it with new?
From my recollection (I think I nitpicked Per on this a few years ago) a regular standard oil change is covered if the car had oil when you got it any "performance enhancing" oils (synthetics) are to be budgeted for.
"Performance enhancing oils"...I thought this was a family friendly forum?
The Per-ruling makes sense to me, if it had oil in it when you got it and you aren't using anything special, then it shouldn't be counted in the budget.
