After spending way too much time on automotive related message boards, I've learned two things:

Discussions pertaining to anything close to religion or politics are inherently unstable; once they start going off course they will never return to equilibrium.

Complaining about closed threads will never get them re-opened.
I grilled bacon-wrapped shrimp Monday. It was delicious. If that shrimp started flying around I'd have throttled the person(s) responsible. Oh, I washed them down with lime margaritas.

Ideailly, SEO bait I'd think. See those display ads around the site? Those are usually sold on a per-impression basis. Keep conversation civil and fun, but hopefully the Off-Topic pageviews help reduce overall site overhead.
I moderate another car forum. We don't have an active off topic section. We used to, until one member had a blow up. We caught the posts before everyone saw them. After his ban, everyone jumped ship to facebook groups.
What I'm getting at is that while this forum exists as an extension of Motorsport Marketing, and we're here to talk about cars, the Off Topic section exists to keep members on the site. Without the Off Topic section, how many of you would still be an active member of the community?

That's what happened to my bike forum. Since most people that race MX are young, FB is where it's at for them. I also mod a car forum that not only allows, but encourages most of the stuff that would either get people banned, or threads locked. It is a pretty close community, but threads almost never get locked, or out of hand, and we've only ever banned a few people in the 10 years I've been there.
