The front is lowered via custom springs from Coil Springs Specialties (and ask for Kevin and tell him you want the same springs Mark Schoenholz ordered). The rear was lowered by adjusting the leveling bracket for the OE air springs. Then all four shocks were upgraded to HD Bilstiens. Keep in mind the front springs are for model years 2002 and older. 2003 has a different suspension geometry so my spring settings at Coil Spring Specialties will not work.

I did the same thing to both my 2005 Grand Marquis Ultimate LS (newer suspension) a and my 2002 Crown Vic LX SPORT. I like the original BBS mesh wheels you have. They make these in 18” I just ordered a set.
