I will have to suppose that the silly side scoops are there to bring air over the rear mounted radiator but it looks like the scoops dump the air onto the side tanks of the radiator rather than the much more efficient fins of the radiator.
In general this car only serves as a reminder that '70/'80 Cocaine was a hell of a drug!
Yes, it is definitely a combination of alcohol or stronger influences affecting the builder's judgement. That is a lot of work for the end result. But it would fun to beat upon at the challenge, at least for the laugh factor!
