As far as want..titled as a '67 it is then street legal. Would be perfect at many summer homes where the beach can be a little ways away and often done in a golf cart (but not legal for the road.)

The ad appears to be written in Nigerian scamese. I smell a rather blatant attempt to circumvent EPA and DOT regs. How many 67 and earlier drive trains are out there.
That looks really shady to me. Cash is the only accepted method of payment. No real details on the vehicle.
No mention of the drive train either. If you could get just the raw body and mount in on one of those small Japanese Kei 4x4 truck frames ...
My neighbor has a real one. I love it and it started me looking for something similar although I am leaning toward a willys jeep. He uses it as I would, to run errands on warm summer days.

So I'm guessing the company that makes them is legit, even if the importers and suggested registration isn't for this country
