I have pictures of that car when it was white. I was at the turn near hole #5 of the golf course in Viburnum, Mo. in either '03 or '04.
I LOVES me some 100 Acre Wood/Trespassers Wil...Rally! I took the wife and kids to see it last year. I'm still trying to convince her that we need to move to that area.
From what I've been able to glean from the netz he now runs a 2010 Mustang.
I'd go lighter and lower hp motor. You only need as much hp as your tire grip will allow you to put to the ground. I think the 2.3 5 spd idea is a good one. If you need more power you're only an engine swap away.
Also, they're cheap. Secondly, they're tough.

This guy looked like he was having fun back in October! Tires - well they could have used some help. I was there with my Outback. (BTW, I know it's not truly a P71 - Garden issue Crown Vic)

I was out at a rallyx when they brought the dealer trainer Chrysler 300 RWD out for some fun. Wasn't even availible for sale yet. It did OK, really anything does well, my A4 Quattro on summer performance tires was better at rallyx then my stage prepped Talon on Rally tires. (Disclaimer - I did hole an oil pan on the Audi playing in the dirt)
I read about a winning rally Fox a while ago. It ran coil overs and the stock springs in front, I believe.
