Creative person with lots of time, little money, access to alcohol, hmmmm, sounds familiar...
Sounds like he thought that if filtered brake fluid is drinkable then the opposite could be done.
I know you can't drink filtered brake fluid, it will kill but that rumor has been around a long time and invariably somebody tries it. When I was in the military and deployed, a couple motor pool mechs tried it and almost died. Just a theory on how he came up with the idea.
Funny story about brake fluid.
While in Libya in the 70's needed some brake fluid. Go to the store and ask if he has brake fluid. The answer was yes, I was even shown the can. I said I'll take it and was told I couldn't buy it. I asked why and was told that it was his last can and if he sold it to me he would have to tell thenext person he didn't have any. Go figgure.

The video is from '96. Cuba is actually really easy to get into, even as an American. Not that I tried.
By the by, if you're a US citizen, they probably won't stamp your passport, but if you aren't sufficiently prepared and they do, that's where the trouble could start...
