I lived in Japan for 7 years. Cars like this are only allowed to be on the road once a year. New years eve.
When we were driving back to the base after partying all night long in NYE, we would see them all tore up on the side of the Shuto expressway. Police would put up barricades to get them off the road.. It was fun!

Boso cars have popped up here sporadically for probably 8 years or so.

As far as Boso style, drift cars are looking just as ridiculous these days.
