Nah, It could be legit, it's got front end damage, and is likely not a 1978.

Actually, if that plate belongs to the car, it is. The S suffix was late 1977, early 1978. The car looks to have the 8.4" brakes, but those were used on the 1275GT that year.

Plates get swapped along with VINS all the time in England. That is surely a mid to late 90's Rover mini. Probably still worth the money though.

What's that based on? I know people swap the VINs around, although the plates don't usually follow from what I've seen.

It's got the plastic flares and 12" wheels, that's pretty easy to retrofit and those plastic flares are on at least half the Minis on the road these days. But the Cooper on the stock steering wheel certainly imply it's a later car - that name came back in what, 1990 or so? Can't tell from the outside, all the Mk IV/V cars look pretty much identical. Looks like a side mounted radiator though and there's no airbag, so it's not too late in the run.

Side marker light on the wing came after '89. Re-VINs were/are quite common. I knew a guy that had a '94, registered as a '67. Came over in a container, taken off the ship in the middle of the night. Customs agent had been on duty for 14 hours and just wanted to git-r-done and shined a flashlight in the container documented as "parts cars". Signed the paperwork and let it get loaded on a truck.

The plate, over here, doesn't mean anything. You can get one with whatever number you want from several sources.

The key for the plate is to match the reg prefix with the year of manufacture. When I lived in England, you would often see Vin plates with Reg plates and logbooks for sale on Ebay-- for "memorabilia only" Lots of swapping over there to get 'round the old road tax. Pre- 1973 cars are tax exempt.

That car is most certainly a 1989- 1993 car. Interior rocker switches, steering wheel winged mini badge on the boot, reverse lamps in the tail lights, etc.
