Does the cost to ship a part between team members count toward the budget?
Ex: Teammate bought an ECU locally in WA, but I'm in FL and have the soldering skills to put a chip in it.

Well, as long as you're not a d and use it to loophole the cost of shipping parts you're just buying for your build, then I'm fine if it's not included.
In fact I love the idea of doing long distance teams where you ship parts back and forth and work together remotely.
Loop it in with social distancing and you get a concour idea too.

I'm with Robbie, if the original part had shipping, and you include that, then I think shipping between teammates is a non budget item. If this helps keep teams together and gets more people involved, I think it is a good idea.

I've had a couple long distance builds. On one, we dragged the car back and forth- they'd work on it for a month, we'd meet in the middle to test and tune, them I'd work on it for a month.
We mailed parts back and forth (like the Megasquirt- my teammate in FL did tuning, while I had the car in GA)
