Both. It was a ragged vinyl top, and is now rust. The exact same thing happened to my 73.
Also, that's actually a really cool car and a decent price.

If you have a non-SS in better shape, you can pull the SS bits off this hulk to spiff it up and make a clone car.

Very common to do when your enthusiast model is rotted out and you find some little old lady's straight 6 model that was in a heated garage for the past forty years.
I wonder what horrors lurk under what's left of the top around the bottom of the rear-window area. That's kind of a traditional place for A-bodies to rust and then it goes all downhill from there.
