Usually that's a problem with the motors. 80s bmws have problems like that on a regular basis

Is it really a seat motor issue, or just an extreme case of cable stretch?

Its not either. The cable sheaths grow too long for the cable inside, and the end loses contact with the drive motor. It's called 'seat twist' on the bmw forums, and quite easy to fix (and free), i've done it myself.

First, move the seat (one motor generally works, one doesn't) to the straightest position you can. If neither motor works you can chuck the drive cable into a drill and move them that way. Pop the cable end out of the motor (it doesn't actually matter which end is having the problem, you can fix either end and it will fix the problem), use a bit of torch to heat the end, pull it off with pliers, cut sheathing off about 1/4 inch, re-heat and replace end fitting, put it all back together, fixed.
