He says there's no rust, car needs clutch and P/S work and apparently has an idle problem which could be problematic. Still, challenge money for a halo car...

Oh man, when these were new or relatively so I wanted one so bad. But I wouldn't touch one with your ten foot pole nowadays. I've heard nothing but nightmare stories about working on them. I would rather engine swap a biturbo - at least then you end up with a decent looking car.
My dad had a Stealth R/T TT AWD a while back. The engine caught on fire once, and insurance covered it. It was around $12k to replace the engine and wiring. He sold it right after it was fixed. I have since seen two more on fire on the side of the road... I like them in theory, but I can't imagine a good experience in practice. Granted, at that price point, beat it until it catches on fire, walk (run) away.
My dad bought an ES in 1993 that he traded for a NC Miata 3 years ago when the engine finally had enough blow-by that the car had a hard time starting. Something like 270,000 miles on the clock at that point. The DOHC engines were pretty trouble free and I thought about buying it from him but parts are really expensive for those things.
The early ones had a bunch of problems with the rear wheel steering and the turbo system was... well it was a 90's turbo system with all the problems that 90's turbo systems had.
They're not too awful to work on but there isn't much room in the engine bay. There are also very few options for replacement parts as they didn't get a bump in popularity from The Fast & The Furious franchise. Every time I see one my inner 9 year old that had the dad with the cool car comes out though.
I had the pleasure to autocross a 500hp one(in between its seemingly weekly ritual of grenading the trans). It was well-setup, but regardless it handled way better than I'd ever expected.
Still no way I'd touch one either...
They drive VERY heavy, I had a 3000gt vr4 and it was such a fast car but when anything broke it was outrageously expensive. Great GT cars though!
So it sounds almost exactly like the Volvo that he may be interested in trading. Breaks a lot and expensive, the only upside is that it is a MT. I guess there is that catching of fire part to think about. Likely he will not want to trade after full disclosure on the Volvo.
