The good news is being a 99 Forester it should be the SOHC engine as opposed to the DOHC EJ25D.
Foresters went to the SOHC engine first in 99. The Legacy, Impreza and Outbacks went in 2000.
the car less than an hour from summit point... buy it, rally it once, sell some parts, scrap it? lol If I had $500 sitting around I'd do it.

What's wrong with DOHC EJ25Ds?

They're famed for weak headgaskets from the factory that like to blow internally, and crack heads and block to bits if ignored. Usually good for quite a long while if fixed properly with revised factory or good aftermarket gaskets.
EJ25D is also a bit more expensive to maintain, and has shimmed lifters, rather than the easy-peasy jam nut valve adjusters of the later cars.
I wouldn't kick one out of bed, but prefer the cheaper parts and (slightly) lower torque curve of the EJ251/253.
