I had a friend who was a Corvette collector. He used to say that the cheapest Corvettes of any series were the "fours": 1954, 1964, 1974, 1984 (Don't know about the 2004). The '74 is pretty near the bottom of the barrel.

Here's my understanding of it as a non-Corvette guy:
53 was first, 55 got a V8, 54 is stuck in the middle.
63 was the split window, 65 got disc brakes and big blocks, 64 was stuck in the middle.
74 bumpers got big and heavy and they were choked down with new smog equipment
84 was a new model and it took a while to get the bugs worked out and to get the power up

1984 also had the 1 year only cross fire injection

1974 was the last year you could get a big block or side exhaust. The 1982 Vette also had Crossfire injection and all cars built that year were automatic only.
74 was first year with rubber/urethane rear bumper (two piece), last year before catalytic converter, last year for big block.
75 (mine) lowest non 6cylinder horsepower rating of 165 at the rear wheels on the L48. 185 on the L82.
This is a decent buy if it's all there. (And the kick up on the frame isn't rusted out.)
2004s are an anniversary edition, for whatever that is worth, and the last of the C5s.
But really no better than any other 02-04 C4.

Also, check the windshield surround (birdcage) for rust. You can look through the front windshield where it meets the surround. If the owner does not mind, check behind the front kick panels in the foot wells ( phillips head screw to remove) for the body mounts and metal structure behind. Rust on the birdcage is terribly difficult and expensive to repair. Or for that price...just drive it until it falls apart and walk away.
