Depends on the state. Gray laws in MN woulda had that thing and many of its friends legal not too long ago.
You can title/street them in Michigan. $1500 sounds pretty high for one that looks like it was abandoned 5 years ago, I know you can get them fresh off the boat in good shape from a dealer for 4-10k depending on age and miles. There's a place in Jackson MI that sells them, even has vans sometimes.
Why would you buy a little truck like that when you can get a dually for 1500?
