Question for the brains trust

I'm giving my cylinder head a clean up and port match and came across the below.

The inlet port seems to neck down as soon as it enters the head. Basically a little lump that blends through the first 4 or 5cm of the port. Should I remove it? Inlet manifold runner is straight and parallel. Is it to increase velocity where the fuel is injected? Is it just a restriction.

Engine is a Hyundai beta2 g4gc. Will be getting big cams and 11/1 compression.

If all you do is polish the surface and remove parasitic drag, it's better, right?  Round it out but be aware of cooling tunnels underneath.
