The wiper arms on my Miata look bad.  Rust, peeling paint and so forth.  I do not have any kind of blasting machinery and I was wondering if Evaporust would clean these up...  I know, it depends on how bad these are.  I guess there is one way to find out.

To be continued...

Evaporust will get rid of the rust but then you'll still be left with peeling paint, which will then trap water and create more rust.

If you want to save these arms, it shouldn't be too hard to strip the rust and paint and start anew. You can use Evaporust and Citra-strip to start and go over with a wire brush on a drill (or a wire wheel on a grinder, or any other mechanical abrasive really) to get all the bits off. At that point you can re-primer and paint.

Or you could buy new wiper arms. I doubt they're very spendy.

Strip rust treat and paint or spend $120-$200 on new from moss or treasure Coast Miata.

Good old sandpaper and elbow grease may do the trick.
