Well starting with $1700, sell off the hub cabs and other chachtkas bit by bit, find a donor 5.0 car and I think you could really have something for under $2017.
BTW, I should have put this in the $2017 area.
Based on every other early Mustang in NY that I've seen listed for under $5k (and I've seen a lot) I'm guessing that one needs floors, torque boxes, rear quarters and wheel wells and a large percentage of the frame rails replaced. Probably doors and front fenders as well.
