meh if seller has an unsigned title and Delaware isn't a notary state or you have a slightly shady notary there's no problem.

In Al, I could deal with the title... if he wanted a reasonable price. That car was really worth 3K, since about a year after it was bought!
But then today, most F B asking prices would move the decimal place over. I'm way to cheap to be on the inter webs at all
If the title is a non-notary and the vin is clean, that's an ok DD for a long time with a little TLC for the price.

Last time I asked a friend if they knew a shady notary they said they'd check their guy. Turns out their guy was in prison. Figures.

PA is definitely a notary state and you're right, that looks like a standard PA plate.
I think the notary issue is only in state. I've registered a trailer and a motorcycle from PA that were purchased on Sundays. No notary available

Might depend on the state. Here in WV, I'm not able to register a vehicle from a state that requires notarization if it hasn't been notarized. Don't ask me how I know...

That sucks. I thought MD was the worst. Being from NY, I thought MD was crazy, but PA is definitely worse, and I guess WV is as well.
